Anyway, after a moment i want to install new OS, is there any way to move "the download block chains" to nany PC to stop waiting "downloading the block chains"

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

You can, but not in the client tho. There are several mirror sites where you can download the current blockchain via http instead of waiting for the client to download it: For example: http://bitcoin.bluematt.me/bitcoin-nightly/blockchain-nightly/These archives contain a complete, up-to-date copy of the blockchain.
You can use them by simply uncompressing them into your existing bitcoin data directory and opening bitcoin with the -rescan option. That would be some variation on User Folder/AppData/Roaming/Bitcoin or User Folder/Application Data/Bitcoin on Windows, or some variation on User Folder/.bitcoin/ on UNIX/Mac.
These files are pgp signed, please ask me (BlueMatt) on freenode or check my forum sig on bitcointalk.org for the relevant public keys. https://bitcointalk.org/index.php?topic=4530.0

Can't we use rsync to download the latest blk0001.dat? Is that file located somewhere? Can't find it...
Maybe we can even create a dropbox user network, its synchronization speed might be faster?!

I upload my blockchain to dropbox when I'm making new rigs.
I just download from my dropbox and I get instant connection.

http://sourceforge.net/projects/bitcoin/files/Bitcoin/blockchain/WARNING: Only use these data files IF YOU HAVE AN EMPTY (or no) WALLET. While it "may" be fine to put these in with an existing wallet, and use the -rescan option, the target audience here is new bitcoin installs with an empty wallet.
Who needs this? - Any first-time user of bitcoin, who wishes to avoid the lengthy block chain download through the p2p network.
Instructions: - Unzip and copy blk*.dat files into your bitcoin data directory - Remove any database/log* files from your bitcoin data directory - Run bitcoin or bitcoind
What this does: - Resets the bitcoin block database and block database index to the state it was in at the time the snapshot was taken. - If you have a wallet with unprocessed transactions, the client may not recognize them. Thus, the above warning: Only use these data files IF YOU DO NOT ALREADY HAVE A WALLET.
