It's a random algorithm and I think he publishes the random seed on the web page. I've won before and it did indeed payout.
I think the raffle itself only take 3% so this is probably one of the safest bets on the gambling forum. You have the same chance as anyone else per ticket. This one is cool because it pays out the top three.
