Is there concern about the bad associations that can be created by all the links and schemes to use *coins for gambling purposes and sites, not to mention the legal ramifications of those promoting such here who obviously can't have sufficient bank and organization to meet the legal requirements? I thought the rule states that nothing (or not sites?) shady or obviously illegal should be linked to on this site? Is there enforcement?

This is not meant to attack/offend/etc. the casino and gambling companies/fans, but it is true; right now, the US takes online gambling as a very serious violation of the law. Might I suggest creation of another forum elsewhere for that category of activity? I mean, to put it into perspective: a buddy of mine was hired to do the odds testing on slot machines and ensure they met strict regulations as to their function and output ratios; thing is, this required those companies contract with third parties who assessed the operations, and those third parties only were allowed to open the machines. This would be like putting your servers and all the programming under the control of a third party and accessing it only under their supervision, and then the code running only after they checked any changes you made.

And that third party was expensive, and his specialization/degree? Electrical engineering. Every level of government seems to take this sort of thing...very seriously, even despite international losses at the WTO and other organizations for doing so.
