It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

I use the same driver as you so driver should be fine and I'm positive that you will not need a dummy plug.

cgminer should give the best performance. You can write the config for all of the cards in one file or you can use GUIMiner since it is easier to use.

Error code 43 either means the card is faulty or there is a problem with the driver. Try reinstalling the driver? If that doesn't work, try to see if the card has any problems by putting it in a different computer.

dont connect your pc with remote desktop, install logmein or something else, make auto start your cgminer by putting a bat file under start hit restart and it should start to work, be sure your pci is connected well, be sure you have enough power to supply 4x

If problem persists with all 4 cards together then maybe it has something to do with crossfire? Turn CF off (in performance) and see if it works.

what motherboard and psu do you have?
you probably needed an extra power riser for the fourth card?

if you have a very beefy psu then its ok, check the riser quality by removing a card from the MB.
Otherwise try undervolting the others untill the fourth works?
