this page https://en.bitcoin.it/wiki/Special:BitcoinPayment claims that I need to send 0.01 bitcoin in order to get write access. Is this true? Can somebody confirm that this will get me write access? I would prefer to know who I am sending money to before doing it...

(this is especially dubious as there's no transaction recorded for this address)

That's what the page claims. I was just wondering if someone could scam some bitcoins by replacing that address. But it seems to be an auto-generated address, so I'll just pay then.
