Exactly as it states above. I want to mine other currencies, not BTC. Paying 13k for a miner that you will probably never break even with doesn't make much sense to me.

If I said money was no issue, what would you recommend? I plan on purchasing the best hardware to retain the most profits.

I followed this page: https://litecoin.info/Mining_hardware_comparison, and it shows this to be the best graphics card for mining: 7990, HD7990-6GD5

Is this the best at the moment on the market? If so, can I use this to mine coins such as Dogecoin?

It is all based on the hashing algorithm.  The main two are   scrypt   and   SHA256

scrypt is better mined with a fast GPU
SHA256 can be offloaded onto ASICs and GPUs don't compete

The coins Litecoin, Feathercoin, Megacoin, Dogecoin, etc...   use scrypt.

Yes this graphics card hashing speed is highest and can be used as gaming card as well, or resold later easily. Check your electricity prices first so you know when the graphics card can pay itselves

Definitely look closely at mining calculators.
just know that today, investing $2000 in gear might be a good idea and show as profitable, but in 1 month, you could be seeing red.

Fair warning!

I agree, Scrypt ASIC could make GPU mining unprofitable next year

OP the best you can get today is a R9 290 (without X). That single beast chuggs out 800-900 KH/s.
Getover the newbie jail, then hop onto DOGe thread here

Have a look at these two pages (there are many more!)

http://www.coinwarz.com/cryptocurrency

Anything that says "Scrypt" are best for the AMD cards.  Then find a cgminer config that is best suited for your card.

This one I found useful https://coinaxis.com/index.php/entry/how-to-configure-cgminer-for-litecoin-bitcoin-windows-8
