No it isn't, or the exchange wouldn't have let you withdraw to the address.

You should talk to either the exchange (for saying the transaction was confirmed when it wasn't) or dogechain.info (for saying the transaction wasn't confirmed when it was).  I don't see what this has to do with doge-dice.com.

Deposits aren't credited until they have 10 confirmations.  That should take about 10 minutes on average, but can take longer.
