You or mods can lock the topic which you started, reason could be any thing like

- Your question or topic you started has been answered
- You don't want any more replies on certain topic
- Discussion is steering away from the actual purpose of the topic

You lock a topic once you get your answer. It stops stupid, useless post count padding.
