I did some open source intelligence and found out more info about the representative from RBI at the conference.

Apne Hegde sahab jo aye thay wo RBI kay sab say bade legal advisor hai.

Well, his prime function is to give legal advice(not necessarily binding on central bank) on various matters referred by the operational departments of the Reserve Bank. These references mainly involve interpretation of anything required depending on suituation- constitution, legal documents/drafts of other countries, Acts anything. He is also associated with legislative drafting on matters related to banking and finance including drafting of subordinate legislation such as rules, regulations and statutory notifications etc. His department i.e Legal Department is associated with legislative drafting on matters related to banking and finance including drafting of subordinate legislation such as rules, regulations and statutory notifications.
