Hello to guys and moderator!

I am new here and have read some posts but still have a question.
The moderator tells us Newbie Restrictions:You can only post in the Newbie and Local sub-forums till you have made one post and waited 4 hours.
What does have made one post mean? What if I just reply to others post or I have to make a new post here?
Sorry for ridiculous question if so.
