Has anyone withdrawn bitcoin from BTC China for arbitrage in the past few days?

has anyone withdrawn btc from btcchina after the crash?  we can gauge when the arbitrage will begin based on that.


currently bistamp is $665 and china is $540, that is a 23% price difference.  why is nobody arbitraging yet?  is there a delay in btc withdrawals from china?

im sure there are plenty of whales in china who still have bitcoins. 

For some western whales the arbitration opportunity was well worth a business trip to the China Free Trade zone, in person and with a bag full of cash.
