Lets say to trade when there is like 2000RUR  difference between lowest ask price (BTC/RUR) and highest bid price (BTC/EUR).

Lets see, I'm sorry but I don't really find sense in what you are saying.
I suppose you want something like this:
BTC/USD
BTC/RUR
USD/RUR

Check both markets on both currencies

Market 1:
Buy price of BTC/USD == Market 1 BTC/USD
Buy price of BTC/USD * Sell Price of USD/RUR == Market1 BTC/RUR
Market 2:
Buy price of BTC/RUR / Buy Price of USD/RUR == Market2 BTC/USD
Buy price of BTC/RUR == Market2 BTC/RUR
...
and so on checking also selling price and calculating fees, in order to check if there is possibility of profit.
the idea is pretty good, but the fees are not really that friendly.
Just at glance, I don't think you will be able to turn profit like this, but I might be wrong.

anyways, if on further investigation a bot like this can turn a profit. 0.1BTC is way too little for what you are asking.
