Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

doesn't returning within a tight, pre-determined time range mean it is easy to associate coins going in to coins going out?

also, isn't 5% excessive?  you probably won't get many users that way, and aren't users necessary for getting a good mix?

I wouldn't. Low post count for a shady service, when you can wash coins easily in Mt. Gox or any other large exchange.
