For example, I save dogecoins that only enough to exchange 1/10 of a bitcoin, can I do that in exchange? Or I have to save a total one bitcoin for an exchange?

If I can get that 1/10 bitcoin, how do I cash in? Do exchange use paypal or whatever to transfer the bitcoin to dollars (I wish not just US dollars) to my bank account?

You can sell alt-coins for fractions of bitcoins.

Once you have the BTC getting the money to your PayPal is the tricky part.

Some exchanges will allow you to move funds from the exchange to your PayPal, but this can be very expensive.

What I do when I'm ready to convert from BTC to USD is I send the BTC to VirWoX, convert from BTC to SLL and then from SLL to USD and withdraw to PayPal.

There may be a better way, but this is the fastest and least complicated way I have found so far.
