Yes I do, a person would have to be really naive to believe that we are the only habituated planet in the universe. I'm pretty sure they have already been here as well. Some of the stuff on Earth can't really be explained. I'm sure they are a huge part of our history and we just don't realize it.

There are probably have been, are, and will be countless civilizations that are around our own level of development but contact will not occur between any unless by chance two exist in close proximity at the same time, which is highly unlikely. It is also unlikely a civilization of this level would ever develop beyond traveling to a moon or other nearby object.
It is also a possibility that there are intelligences that are as high in complexity in regard to us as our activities are beyond the comprehension of the microbes that exist with us. If we witness any of their doings we wouldn't be able to understand them in terms of other than what we are familiar with, which could be entirely useless in advancing our comprehension of what we were seeing.
What we perceive as an advanced technology could be something else entirely. That would be a situation that would be rather difficult for any government that had such data to explain to the population.
