So since the 5830's are pretty much sold out at great prices. What is the next step up from that GPU?

Mining Both Bitcoin and Litecoin.
In order to get the maximum amount of activity points possible, you just need to post once per day on average. Skipping days is OK as long as you maintain the average.

5830s are not hard to find. Ebay is full of them for about $140 apiece.

some 6870s are $160ish at the egg (after rebate) and can pull just north of 300 Mhash @ 1000 core.

They are easily available in great quantity, are stable, keep cool easily, and for 110$, you get an easy 200/210 MHash.
There was even a postal rebate some weeks ago, it was a really great deal for new cards.
