Hi

My mining rig specs:

-Asrock 970 Extreme 4
-Athlon X2 240
-3 * Gigabyte R9 280x GV-R928XOC-3GD
-OCZ ZX Series 1250W (104A @ 12V)

My question: does this config can handle one more r9 280x (or at least 7950)?
Or should I get second small PSU for 4th  card?

each of your card eat 250w stock , depend on your setting , at stock  each card should require 20A .
Your PSU can provide 104A so in theory is enough for 5 cards without counting HDD , mobo , ram ,CPU etc.

So i think yes , you can plug another card .

If your cards are overclocked then we should do the math again

yo u want powered rizers or u gona burn out your mobo monthy.

u check the rated mobo specs u need to power ur cards with risers.

u can prolly do it without risers by cutting traces  and splicing in leads, but if you don't understand what im saying ur screwed.

1000w thru ur mobo is gg. on spikes from start/stop/pause its gona draw 1000w thru your 24 pin connector and fry your mobo 24 pin or traces.

unless you have sick mobo with pcie power connector. even then I dunno, might fry anyways.

look up powered risers and why.

I have powered 16x-16x risers. Next gonna be 16x-1x also powered.

1000W through mobo? Mobo sends 75W to each PCI-E slot, and rest is being delivered with 6/8 pin connectors directly from PSU, I think.
