It will depend on the outcome of the scrutiny. If the government succeeded in converting Ether to underlisted security,this will coarse the Ether holders to sell of which will bring down the Ether value. This will be dangerous to Ether and their holders.

I agree it won't really affect the ICO itself even though the regulations was implemented totally. That's why other ICO these days was requiring KYC in order to assure no cheating of the identity of an investors or thus in participation of the bounty campaign. Everything will be done so well with proper transparency between the project and the people behind its success.

What will happen to ETH if they start pushing this investigation further?

Nothing will happen, ethereum is a Swiss non-profit company and US can't do anything about that. This rumour was appearing before 10 may that said SEC will try to give an announcement about the classified of ethereum token. But nothing happened on 10 may and this was obviously FUD rumour to attack ethereum market.

Almost all ALT coin suffered the same faith on issues of regulation by US government, and any other countries with the growing acceptance and digital transaction as it posted on the crypto currency market trading. Yes, there will be an impact on Ethereum price, it goes up and it could go down to the level which not favorable to the investors of Ethereum project. if we go back to the market history on all ALT coin as posted. we can see the reaction on Bitcoin price during the time it was hammered down by a lot of issues like, the issues on banned,scammer,and the issue on regulation. Lets just cross our finger that Ethereum  won't  suffered the same faith as it was like what happenned on Bitcoin.

Ether is the second cryptocurrency by capitalization. A large users community is mining Ether , not a single person or organization. The ether is already so decentralized that it cannot be considered as securities.Also, the creators of the ether do not control its supply or demand in the market.
