I will accept ID, address and telephone as collateral if you live in London, England.
I wouldn't recommend accepting that instead of collateral. Even if they live around you and you have their ID, it won't be worth the trouble to find them over ~$36.

The loose definition of collateral is something you can resell should the borrower not repay.

You can't resell ID.

The ID is more for insurance purposes, my mistake.

Insurance how?  is it going to get you any coins back?

Taking ID will not help you in any way unless you are prepared to spend money and take them to court.  Most people aren't.
