No reputable campaign manager want to handling their campaign. That can effect their reputation that they were built before. Even if the fee is too big, that still not worth with their reputation.

I can think of two possibilities here. One, he doesn't know that 1xbit is a scam casino. Two, he is just shitposting without even knowing anything about the platform. I also thought about it, they will never think to solve their problems with previous users. Well, you are right for sure, the only way they can fix their reputation is for them to first fix all the bad things they have done to their users in the past.
But maybe there is still a chance or way that they can really fix their reputation without first resolving backlog of issues, and this is where I think the other user sure have a good point.

For example, they can promise to resolve every issues they had with users in previous times if they will be given the chance to run their campaigns here on this forum without discrimination, negative tags or comments that discourages potential customers from using the casino.
So aside using a reputable campaign manager to run the campaign with funds fully escrowed, they can also promise  that any issues that come up henceforth with any user will not last more than one week without being resolved, and that as they make profit, they will be using it to settle or resolve other backlog of issues..

It's pretty simple really. They are operating out of Russia where scammers are usually protected thanks to which they are exempt from proper restrictions. They are like a big mafia with a lot of power and money.
