You've got it. There are so many "guesses" a second, total network speed, and the protocol tries to compensate to keep blocks, or shares, found every ten minutes based on the number of "guesses" available per second on the network. Bitcoin doesn't care if you submit a 1.18G share from a USB block eruptor or a huge farm.
