Perhaps because of the number one problem that almost all developing nation has, Corruption. That's why those privilege few became more powerful while the majority continues to suffer despite the government's effort to alleviate the conditions of most of their people. I know this because I lived in such country wherein as much as the government program to help the poor, it still can't gain much improvement because politicians all kept the money that was supposed to be for projects that will help the needy. They enrich themselves and even if you file a complaint against them, it will automatically go to the thrash bin because they have the money to pay for the corrupt judges.

Good or bad, i think the economic situation of a country depends on what side you are on in the society. For politicians, they will brag that the economy is strong and doing good but for ordinary people like us, is something else.
