Hi there! Friend of mine have this message after login from PC or phone. He is not under DNS Spoofing - i cheked them. How can we fix this?

Do not collect money in your own wallet and then send the bitcoins to the forum -- this will likely result in significant network fees.

If you find any bugs in this system, email pbbugs-...@.... For example, send email here if your payment is not registered an hour after sending it. The mere fact that payment is required for your IP address is never a bug. You will be permanently banned if you send email here requesting free whitelisting.

People commonly say, "I haven't posted anything before, so why on Earth am I banned?" You are not banned. Your IP address was previously used for evil, so everyone who uses that IP address has to pay this registration fee.

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

How to fix that is send some bitcoin to that address. But, damn, that's a lot of evil points. maybe you can try this one,

did he just register a new account and get this message?
if yes, then it's not scam but your IP must have been used to DDoS this forum
12,912.50 units of evil!! definitely very bad IP, probably the source of DDoS

Actually, I don't really Understand how Evil IP works, can someone provide an in-depth explanation of evil IP, 0.03640453 bitcoins is a big amount to pay, maybe the IP your friend using is involved in an IP related activities like Tor, VPN hack or something

Here it is:
When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts.

Here are some stats:

Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

Maybe OP's "friend" had multiple accounts who got nuked? Still, 13k seems a lot.

You answered your own question. To fix it "your friend" needs to pay the fee to the address given, or to be whitelisted, simple as that. There is no other way other than what is written in your quote.
