Should be after a four hour wait. Think you need ten posts before you can start PMing people and to put a signature.

I can finally Pm people and also reply to posts.
In my opinion this process is a bit strange.

Steps to be able to PM and reply:
1) Post in the newbie port
2) Wait...
3) Post some more in the thread you opened
4) Wait...
5) You are now suddenly able to PM people
6) Wait...
7) You are now able to reply to posts.

There is a special pathway
Just post some, and then you can post without the delay, and PM.
