Everyday 2-3 new altcoins are being created, which is in fact diluting the Bitcoin. Can't we just ban these new copycats?

no we cant. there will always be more then just one cypto but alot of them will die because they offer nothing new and they are not well developt.

Anyway, the title of this article is misleading. The article is about Mastercoin, not about making alt coins.
