At this stage they don't have a bitcointalk just yet.
That probably comes once the final projects have been selected to join Merge.

We have had a LOT of amazing responses and requests to Swap with Merge, and we thank you for the tremendous support and interest. But due to the overwhelming DM’s and posts in our Discord channel we really need your help.
We set up a “Register for Swap” link in our Members section of our website. A member of your community MUST Login and Register your coin to be eligible for the Swap. There are several factors that go into setting up the swap parameters and answers to these specific questions are needed. The information you provide is only used for us to know the status and condition of your coin and community. There is a very strong probability that we do not own your coin or belong to your community, so it is imperative that we obtain as much information as possible to learn if your coin is eligible for the swap.
Your coin MUST be registered for the swap to be considered, it is the only way the Merge Communications team can follow up with each community in a respective timely manner. The sooner a coin’s registration, the sooner we can get the wheels in motion for the Swap and establishing a Swap date.

I was going to register CNOTE myself on their site but i thought i better hold off and perhaps let someone more senior to me in this community make that decision.
These guys are eager to work with our Devs as well.
In fact, it is preferred if the Dev signs their project up themselves to join Merge. But not necessary.
When looking at the requirements for acceptance, i think CNOTE qualifies as one of the top Tier coins to be considered for the swap.
