All of that are really needs in each country therefore we can have a better economy but it's not easy that you think. Each governments has a certain budget that allocation to that matter. Unfortunately, that is hard to implement in some poor countries, but it doesn't mean that they can't have some of that. Maybe their budget for that is only limited. Very few will disagree with the sentiments behind the things you're proposing, but many of those things are impossible, for example in your first point you want a better and free education system, but there is not such a thing, do you think that the teachers are going to work for free? Do you think that all that infrastructure is going to be build for free and maintained? Even if you do not pay for the education directly you are paying it with your taxes so it's not free.
