I reinstall my windows, my harddisk got formatted
Can i recover the Extension?
I don't have the private key

There are no extensions for Myetherwallet. Are you talking about MetaMask? if yes, there are 2 ways to recover your wallet. If you have saved seed words and password, you can log MetaMask wallet and if you have your private keys, you can import them into the new one. If you are talking about Myetherwallet, you can log with using your private keys or keystore file and password. If you lost all, there are no ways to recover your ether wallet.

Private key is the most important thing when you create an account on MEW, private key is like your vip pass, once you deleted or lost it theres no other way to get in. Always have a duplicate,so whenever you lost one of them you still have a back up.

say goodbye to your ETH and tokens in your ETH address.
next time you create new ETH address/wallet, make sure to back up its private key or keystore file in a USB stick
you could try find someone to do hdd forensic but slim chance to recover the chrome data extension
since you've formatted and reinstalled windows, that data most likely has been written over multiple times
