I've seen on here a lot of people are having this problem. I too am I having this problem. The cards run full speed until the core temps go over 73C and then the GPU usage bounces from 64-99% causing hashrate to drop significantly.
Has anyone found a solution to this? A modified BIOS or anything.
Anyone else still having this problem?
Is this just a Sapphire thing or all AMD 280x? I notice my Toxic card isn't having this problem, just the OC versions.

It seems to be very random. My Sapphire 280x Dual-WhateverItsCalled does not throttle. One of my Powercolor 280x turboduo does however throttle, and its exactly the same, dropping from 100/99% to 64% and then up, down etc.
I have not found a solution yet. I might add that the Powercolor 280x cannot reach speed over 700, even at the begining when its stable, even if I OC it to 1200mhz it wont reach 700khash+.

I saw this post earlier from another user on here and I tried flashing the 7970 BIOS 15.039 to the 2nd bios on one of my cards and I can confirm the computer won't even post in doing so. I don't know if this has already mentioned but if you have issues with it not exceeding 550khsec you most likely have video bios 15.041. The 15.041 bios interally clocks the card as the vrms run a high temp. The cards with 15.039 bios don't have this problem. Unfortunately sapphire says the temps are fine (100c+ is fine apparently O.O) and won't acknowledge or state they will resolve it. Futhermore flashing the bios to 15.039 results in the card not posting. MSI appears to have released a bios fix for their cards. Come on SAPPHIRE FIX THIS NOW OR WE WILL STOP BUYING YOUR CARDS. I remember I had a throttling issue awhile back with a different card. The solution for me is to disable the Multiple GPU synch on the overclocking program of choice.

GPUZ reports 1.039-1.078 for vddc
as soon as cards hit 73-74C they start bouncing from 64-99% usage and cuts hashrate from 735 to 500's for each card. Pisses me off!
There's like 10 different threads on here of people with this issue. You all need to get your asses in here and lets figure this out.
Before anyone tells me to try different cooling, I have a bunch of 280x in a cold room that run perfectly fast at 60% fan speed. The cards that are throttling are in the living room, for now. Which is besides the point because once summer hits it's going to be hard to keep all these cards under 73C.
SAPPHIRE RELEASE A DAMN FIX FOR THIS or we will ALL SWITCH TO MSI
Oh and I tried default voltage with powertune +20 it makes no difference. It's not a power issue it's a heat issue. PSU's are all ample power Corsair & Seasonic Gold's.

alright guys.
well first off I figured out how to stop this problem by modifying the BIOS. But in learning so I figured out what is actually causing it. It is that the VRM temps are very high. Which is why now I am not going to quick fix the issue until the underlying issue is solved.
All the VRMs on all my 280x's are in the high 90s and early 100s. All the VRMs on all my 7970s are anywhere from the 60s to max 80s. All the video cards are in the same general area with the same spacing between each other and all next to a wide open window exchanging air outside that has been in the freezing temps.
So with freezing outside air, why on earth are the VRM temps 100+?

i don't have a 280x, but does the heatsink reach the VRM? some past cards with after market zalman coolers and such years ago didn't, and you could fix it by buying these little heatsink pieces for a few dollars to stick on

The toxic has 3 smaller fans, the placement on the 3rd fan might help. but i think the actual reason the toxic one does better is because you can see the heatpipe on the heatsink goes the full length of the card. Their other two versions have bigger fans, but i'm not convinced that the heatsink is large enough

My temps are mostly in the 60's but sometimes they hit 73 and 1 gpu will drop hashrate and temp will be at 27 others will be fine. Any suggestions on maybe changing the config. I see others are having similiar issues not sure if anyone found a resolution. Also i get about 710K per card is that the max i can get from these cards.
