block time keep decreasing bug

Hello i invested on a POS coin and i just i want to ask if any of you guys have see on other coins have some block time bug issue it keep decreasing.
originally its 60secs block time but this past few weeks it keep decreasing now its only 12secs the effect of that is the reward become x5 and a lot of orphans.
have any of you see this kind of bug? if yes did they fix it?
well i think the devs are having trouble fixing it its been a week now.
