I have a question that I haven't been able to find an answer for.  What is coin difficulty based on?  Is it based on the speed/amount of machines mining it?  Or is it dependent upon the coding of the coin itself?

Difficulty is adjusted regularly, based on the rate of recently discovered blocks. The goal is to have the average rate equal to the
specified interval for the specific coin.

So, in other words, both the mining capacity and the coding of the coin affects difficulty.
