I know it's not, but 'IF' it were possible to ensure that no pool could control more than 10% of the hashing power how much more valuable do you think Bitcoin would be as a result?

Not much more, at most 20-30% more I'd say. I think it would matter though, because it would contribute to the safety and stability of Bitcoin. Several pools have been close to the 50% mark, and if people could be sure no pool would ever cross it Bitcoin would probably be a safer investment.
