Currently on BTC-E, you will only incur trading fees on successful orders (0.2%). Listing and cancelling is free.

If it did cost to cancel then the dynamics of the market would change for those who sit at their computer, number crunching their margins and adjusting to the walls. Maybe there would be fewer 'fake' walls lol.

As others say, cancelling is free.  But somtimes you're cancell will have been partialy or completely filled already.
