So we are seeing some Chinese exchanges still using banking systems which should have been blocked according to china gov, are they skating on thin ice right now?

I would say that yes they are skating on thin ice.  Keep in mind this 'crackdown' in China is less than a month old, and it's expanding/spreading.  As far as I can see there are no imeditate signs that the government is going to ease up or allow companies to get away with using loopholes if the government isn't happy with that.

I can only speculate (just like everyone else) but I do except some more 'serious' negative news to come out of China in the coming months/year in regards to some actual punishments taking place if exchanges are doing things that the government doesn't like.
