I recently bought another Asus HD6950 DCuII to add to my rigs. I got it from a gamer who kept it on water and did overclock (R 1400 USA equivalent of $140).
I have it on Asus m4n72-e on its own as my other rigs are full.
Had windows 7 64 bit (cgminer would just crash)
Then clean installed Win 8 64bit (cgminer would still crash)
Reinstalled Win 7 64 bit (cgminer crashed again) 

No error msgs just starts and then exits

I have the same drivers for all of my rigs

13-12_win7_win8_64_dd_ccc_whql

AMD-APP-SDK-v2.9-Windows-641

Tried the card on another rig still crashed cgminer.

i have tried guiminer as-well still no luck.

I also tried a basic line
cgminer.exe --scrypt -o stratum+tcp://stratum01.hashco.ws:8888 -u xxx -p xxx

Using cgminer 3.5.0 and 3.7.2

Driver is working because i can run MSI kombuster with no problem

any help will be greatly appreciated and will pay anyone 300 EAC for the solution.

Can I assume you have a monitor plugged into the video card and it is functioning correctly? Do you have a monitor plugged in while trying to run cgminer?

Use windows 7 x64

install the latest amd graphics drivers (13.12)

Have at least 4gb system memory

Have a power supply that is more than adequate for your power needs

Under control panel - power options - set to High Performance

disable aero - set your theme to Windows Basic

Do not use an image on your desktop, under personalization set it to Solid Color black

use cgminer 3.7.2

before you launch cgminer be sure to run the following in a cmd prompt:

setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1


sometimes you will crash on first cgminer run, so run it again

I have a 700 watt power supply just for the 6950
Have 4GB Ram
Monitor is plugged in and working
Will try the rest a let you know

Try running BAMT (https://litecointalk.org/index.php?topic=2924.0) off a USB drive. Will eliminate any windows based problems.

Also - what version of cgminer were you using?

YOU ARE A LEGEND !!!!!!!!!!!! TRIED A FW MORE TIMES AND IT WORKED !!!!!!!!!!!!!!!!!!!!!!!!

Now next question with another 300 EAC how can i undervolt the 6950 i have tried afterburner but there arnt any sliders

You could try Sapphire Trixx, I wasn't able to undervolt in MSI afterburner but I was in Trixx.

Also, you *might* be able to in MSI afterburner, but you have to unlock voltage control first.

Settings -> General Tab, check the "Unlock voltage control" box.

Unlocking with MSI Afterburner doesnt work ill try trixx
