Someone make a website that people can donate to, then when people take the piss and get away with it a poll and bounty can be placed for bounty hunters to collect. Individual cases can be funded by the local communities etc. Get on with it guys.

I'm not too clued up with how bounty hunting works, the legalities etc, but I wouldn't be too surprised if this came about - just so long as the bounty was deliverable on the handing in of the target, and not the killing
