How to buy them in Russia?

I phone some retailers - they say, that will buy 1-2 items and can't sell 10-15 of them.
Then I phone some AMD dealers - the say, that they work only with volumes larger then $50000

Where this cards are produced geographically and who can ship them ?

But my question about distribution is still valid, because the same situation exists with HD 5970 (which was released long ago)

Certainly a local problem - I can buy 10 from a retailer in a transaction, and many retailers have 6950s and 6970s with at least that much stock.

You could buy them in the US (or Europe) and have them sent to a freight forwarder. Maybe not the best option but throwing it out there.
Or if you've got a friend to ship them from US to Russia. I import / export with the US a lot but I've never dealt with Russia, I have no idea how taxes / shipping / safety is with Russia.
