Weird cgminer / bamt issue with 2x R9 280X

I'm having a weird issue with my cgminer / bamt setup. after a few minutes of launching one card at random (happens to both cards) drops to A: 64% as seen in the screenshot below and as a result hashs roughly 100kh slower than the other.

Setup:
BAMT 1.2
cgminer 3.7.2
2 Gigabyte R9 280X

I don't have any monitors plugged in as I'm doing everything over remote desktop.

Can anyone explain / help?
