i want to buy some altcoins but need to be sure i buy in the best time.

no one can insure when is the best lowest point to buy. But I trade several times and buy coins at different price. That will insure i lose less although I gain less too.

It depends, prices may generally fall according to china or tax system but it is only temporary, you can find the best prices at bear market which is we are in now, so it is one of the periods you want.

The worst months are Jun, Jul, Aug - beceause a lot of people have holidays.
The best months are Nov and Dec.

MacAffee recently tweeted that he expects BTC 15k$ in June, if I remember it correctly. It's hard to tell, as we did not see that many years in crypto, as in Stock Market for example, when everyone is expecting Christmas rally for example.

Previous year crypto started to raise a lot few weeks after the Consensus or about that.

The current prices are the lowest price periods and as the prices of Bitcoin fell again the last week, the stability in the prices is still there and this is considered as an incentive by the investors in the market to actually jump into the market and get their hand on the future money they claim is theirs. So now is the best time to enter the market and to start.

you can't predict when the coin goes up or down.. but if you see that coins pumping over and over again.. it's the best to buy that.. and observe if it's better to hold or sell. you must observe it by yourself.

Despite, you should invest the money you have and hold your coins till the time the worth of your portfolio is high enough. Cash it then and invest again. I am not old in crypto market. But I looked at the past charts of the market. What I saw was Q2 is a low price period generally.
When we look at bitcoin, it has bull runs around november and late july's
Altcoin bull runs happen just before or just after btc bullruns

Well in my experienced market goes red when Christmas is near because maybe people need money to spend for coming holidays .

You don’t really need to focus on how much is the lowest price as long as you bought it at a dump price your profit is still sure in short term. The market can go down anytime, no one really knows so bettet to analyze the market and don’t forget to invest.

When I look back at the price of cryptocurrency market base previous market, whenever the market start the year in bearish way it will also occur at the Q3 also and I will advice to wait till the month of August/September.

As a investor of bitcoin and other kind of crypto I and others can not give you exact answer to the questions of yours. I would just tell you that it is unpredictable the market value, is unpredictable to see and to guess when it well rise and a fact thta it is not like a tree that have its season to glow and to glom for the right fruit to pop up.
