Hi.
I just signed up at bitcointalk a couple days ago. As far as I understand it the newsbies section is the only section where I can currently post in. I would like to know though how long it takes until my account becomes completly unrestricted so that I will be able to post in other sections as well. I could not find this information anywhere on the forum.
I hope someone can help me out.

No you don't. Where did you get 25 from? You need one post and 4 hours. Read the newbie sticky.

What you need to do is have one new topic/new thread and one post made. But they must be relative to the topic and consists of several sentences to make sure that you aren't  spam bot. It also tells you to give it 4 hours. I know with mine though I wasn't a "newbie" after about 2 hours.

You don't need to make a new thread or topic, just one post.
