So, my question: is it secure to cash out crypto(for example dogecoin) directly from pool to exchange such as coinedup or cryptsy?

Yes. Usually, but some exchanges prefer if you didn't. I do it though.

Yes this is perfectly safe.

Quite a few people use the Cryptsy auto-sell feature and just have their coins sold imminently as they are mined and confirmed.

As long as it's not a P2Pool you will be fine. P2Pools don't give the correct transactions details to know that those coins belong to you (on an exchange, that is; they work just fine if you are sending to your personal wallet)
