A cheap (non US) VPS service (under 5€ per month)

Hi, I was using http://www.webtropia.com/ till now, but I noticed in the January 2014 auto rebills all the prices are doubled, looks like they changed the prices in 2014 sadly.

So I'm looking for a good replacement, specifics doesn't really matter, the cheaper, the better, important thing is securty and uptime. Windows based OS would be best, but anything else is ok too.

Any suggestions?

Thanks, but that one is US based, some of the services I'm using trough the VPSs don't accept connections from US.
