I am new to LTC.

I saw from https://litecoin.info/Transaction_fees that the minimum fee for non free transaction is 0.001 LTC. Is that correct?
How does this compare to the minimum fee in the past? Why is there a difference?
It seems that there are 2 types of fees - creation and relaying. I did not know of similar concept in BTC. What is the difference?
