This is  good tips of finding a good ICO. Apart from that i will also consider their product as the main factor of ICO success. If the product is in demand and unique, the ICO has the great chance of success.

If you want to have less ratio of scams in Bounty or ICO, then join ICO who has 4+ positive ratings on reputable sites or go with good company management services like tokensute or Amazix. both of them have proven there services to be best.

Nice tips but they are not fool proof though. I don't really understand your first point on hard cap. It's not possible for an ICO to have gotten close to hard cap at beginning of Bounty. Also concerning partnership, some icos only get good partnerships after ICO and so on. Good points though.
