That will only be bound within the United States right? If that is the case, Korean/Chinese/Asian pumpers would get away from it. Looks like SEC and the entire US is after making bitcoin their new bitch(meaning making it centralized), just like what they did to the Stock markets and every investment that ever existed.

Even if the criminal probe has been launched, there's no assurance that they will catch the pump and dump fuckers.
