What do you expect people to do?

- sent photo ID's? Sure....
- post count? Yeah, like that's friendly to create an evenly distributed coin (and in a month you could easily reach the required post count, if you wanted to).

There is NO way to prevent this, unless you really want to walk the course of legal documents.
