Nope, they were disabled due to a hack. There's no estimate when they'll be back.

I think I answered this question around 10 times at least..

it's due to a hack attack on the forum and now no one can change their avatar, if you have none you will have none in the future
if you have 1 you're stuck with it

Although weirdly enough there's no y can't I change my avitar? even though it's Whiskers (the guy who compiled the FAQ) pet peeve.
