I'm getting my first mining GPU in the mail tomorrow, so obviously I'm a noob.
It will be the GIGABYTE AMD Radeon R9 290X OC 4GB GDDR5 (the one with 3 fans) http://www.superbiiz.com/detail.php?name=GA-R929XOC
I'm still trying to figure out if I'm supposed to be using cgminer, guiminer, bfgminer, etc.

Can someone please help me get that max hash rate for this card?
Here is my pc spec:

Mobo: Asus M4A87TD EVO AMD870
Processor:  AMD Phenom II X6 1090T Processor 3.2
Power Supply:  Corsair TX750 — 80 PLUS  (I'm now thinking my current power supply is to small, so I guess I'll be getting a new one)
32GB of Ram
Windows 7

Use cgminer

This might help you:
http://rumorscity.com/2013/12/03/litecoin-gpu-mining-with-amd-r9-290-and-r9-290x-sweet-spot-for-1000khashsec/

Just play a little with memory, clock engine and whatnot to find the best settings for your card.

What version of cgminer to mine in an alt coin pool?  I read somewhere that the newer versions of cgminer aren't scrypt compatible.

Is there anyway of getting a higher hash?

My Gigabyte R9 290X is getting 863Kh/s with WU:780/m and 79C

setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o stratum+tcp://scrypt.megamultipool.com:80 -u user.user -p password --intensity 20 -g 1 -w 256 --lookup-gap 2 --thread-concurrency 24550 --gpu-engine 920 --auto-fan --gpu-memclock 1500 --gpu-powertune 20 --temp-target 80 --temp-cutoff 95 --temp-overheat 92

Try playing with the gpu engine clock and memclock
How much HW are you getting with I20?

Ya, I've played with gpu engine clock and memclock a whole lot and this was the best I could get.  My HW is 0 and WU: 795/m.

Try lowering the thread-concurrency and also try -g2

Same exact speed with -g 2
What thread-concurrency do you recommend I lower it to?

Start with 8192 and increase it in 64 steps until you get a better hashrate.

@SheepOnDrugs   Thanks, I will give that a try.
@mrmork666    Thanks for the links, but I've tried every single setting from those two sites already and they all ended up with a lower has then what I was getting.

Thread Concurrency:
8192 = 815Kh/s
16384 = 806Kh/s
24576 = 825Kh/s
32768 = GPU Failure

So my computer crashes a lot now since mining.  The screen will go black and I'll have to hard reset.  Last night the computer just froze with the desktop screen showing.  I did a hard reset, ... then the computer doesn't turn back on.  Gpu fans are still spinning and lights come on from the computer. I take my r9 290x out and put my old radeon back in and it boots up.  Before trying my 290x again should I uninstall all the drivers and catalyst for it??

Reinstall your complete system and try linux.
If your PC crahes you're pushing it over the limits.

I have an MSI 290X this crashed when exiting CGMiner until i added the argument --no-adl to CGMiner.

example: cgminer.exe --scrypt --no-adl --config "settings.conf"

Reinstalling my OS at this time is not an option. Any other advice on how to get my 290x working again?
