Why doesn't the forum rulers take a harder stance on sock puppets, account sellers and scammers.

I know the forum software vBulletin has all type of plugins to easily stop this type of abuse.

Just a thought I have from time to time.

Most people use Tor to bypass these plugins, it's very difficult to actually find out who is linked to who. But, a lot of people try to expose sock puppets as much as they can and release the information to the public.
