You should find a targeted participants/Investors in which you can find a lot here in the forum, well to start with you campaign you should have enough tokens to allocate or to reward to the participants of the campaign also some btc's to pay for the bounty manager (But some of the bounty managers are accepting tokens) the good thing about running a bounty campaign here in the forum is that  for sure the name of your project will be spread to different platforms such as twitter, facebook, youtube, blogs, reddit, telegram, etc.

Well, in this way the visibility of the project will increase as well as the investors. The reason why you're ICO doesn't have visibility or followers is that maybe your advertising strategy is poor or maybe your ICO's concept is also poor. (This is just according to my own opinion and perspective)
